Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of conflicting incidents captured the harsh reality of the current period. By day, negotiation efforts are waged: positive announcements are issued from various governments. Considerable effort is devoted on managing particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from Russian territory, a capability enabled by current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems thundered: several firings targeted at a incoming threat. This was a modern interception technology at work, most likely supplied through allied countries. Every deployment shakes the surroundings, causing tremors. The brief panic quickly gives way to resigned acknowledgment: possibly the approaching threat won't strike its target this time, sparing the city from catastrophe and additional electricity failures.
Continuous Dangers
Not long after, a heavy machine gun engaged a drone somewhere nearby, part of a rapid response unit – probably imported technology. Regrettably, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.
Periodically, this carried on until dawn. Kyiv faced the morning news: multiple fatalities, destruction and infrastructure problems in many homes as a result of the evening attack. As typically, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's essential dependence on international aid – a need that European nations are evidently unprepared to replace in the near term.
Ineffective Peace Efforts
The detailed framework from US administration provoked deep reactions, discussion and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new proposal from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually secure success. This pattern will, no doubt, endure.
Tactical Assessments
It is easy to blame certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is impossible to pressure the Kremlin to relinquish the territory that it already controls in Ukraine's south or east.
The issue is that while recognising this factual reality, American administration does minimal to deter Moscow, through words or deeds, from thinking that the situation will not shift further in its favour in the coming year.
Divergent Views
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but averting a total frontline collapse until situations evolve in its favour.
Existing Situation
Factually, there are no real preconditions for a ceasefire. Now, personal considerations are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their focus does not switch to internal issues. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are influencing discussions.
Assessment and Future
It took a only one week to eliminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.
While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
